Meet our Board and Executive team
Aviation Australia was created by the Queensland Government in 2001 for a simple reason. Aviation needs skilled people, and someone has to train them properly.
That reason matters more now than it did then. A generation of experienced engineers is approaching retirement, and new technology is changing the skills every role requires. The Board’s job is to make sure Aviation Australia is ready for both: that our training stays aligned with what industry actually needs, that our standards hold, and that every student who trusts us with their career gets one worth having.
We are proud of the people who lead this organisation, and prouder still of the graduates they send into the industry.
Meet the Board
Mark XavierBoard Chair
Mark Xavier has spent more than two decades putting aircraft with no pilot on board to work. He has led Brisbane-based V-TOL Aerospace as Managing Director and Chief Executive Officer since 2004, building it into a CASA-approved remote operator and remote pilot training organisation. Its drones fit safety markers to high-voltage powerlines, and its clients have ranged from Australian governments and ASX 200 companies to the World Bank. Mark has held CASA Chief Remote Pilot certification since 2005.
His career began in the Australian Army. A graduate of the Royal Military College, Duntroon, he served with 3RAR (Airborne) before moving into military intelligence, and later completed an Executive MBA in International Business at the University of Queensland. Mark joined the Aviation Australia Board in 2025 and became Interim Chair in September 2026. He brings a builder’s view of where autonomy and artificial intelligence are taking the skills our industry needs.

Sara Hales started her working life in a Northern Territory stock camp as a teenager, and she still leads the same way: on the ground, alongside her team. After years on cattle stations and running a livestock transit operation in North Queensland, she joined Toowoomba Wellcamp Airport in 2013 while it was still being built. In under four years she rose from community liaison to General Manager, working with government towards the airport’s international designation and building its cargo business, including a weekly Cathay Pacific 747 freighter service to Hong Kong.
Today Sara is General Manager Aviation Operations at Archerfield Airport and runs Hales North, advising on air freight, airport feasibility and business cases. She chairs the Smart Cities Council’s Smart Transport Hubs Taskforce and writes on how airports can prepare for advanced air mobility. Sara joined the Aviation Australia Board in 2022 and chairs its People, Safety and Culture Committee.

Meet the Senior Leadership Team
Chris PigottBUSINESS MANAGER CAIRNS
Chris Pigott came to Aviation Australia from the engineering side of regional aviation. He was Director of Engineering at Airnorth and ran businesses of his own before joining us in 2006.
